My dog keeps coughing, gaging and spitting up clear spit. Took her to the vet, took x-rays,blood test, stool sample and still don't know what is wrong, could you give me some ideas

Did all the tests undertaken at the vets come back clear?
It could be more viral/infection i.e kennel cough. Is the cough 'dry' and 'hacking'?
Is he well in himself? Any vomting or diarrhoea?
