Hamster - Red Itchy Belly & Pelvic Area not clearing up after treatment!

My hamster is a year old now, but about a month ago she started scratching her tummy, pelvic area and her rear legs a lot. It mainly seems to be in that region. The area is inflamed, very red, hot to touch and loss of hair. So I went to the pet shop where I got her from for some advice and they said it sounds like she has caught mites or something from the sawdust that I bought two months ago (it was from a farm pet shop and apparently there has been quite a few complaints about hamsters, rabbits etc having problems) Well I bought some spot treatment and I cleaned her cage out throughly and chucked all her sawdust, food and bedding and replaced it with new stuff. Well 4/5 weeks later and she still has the same symptoms. I even took her to the vet last Thursday, and the vet said the area inflamed and she was missing some hair. So the vet gave her a steriod injection and I was given more spot treatment. I was told to treat her after a couple of days. My hamster also wee'ed on the vet's table and it was thick yellow/white colour - looked quite like paint and the vet said it was very unusual. I thought it might be that I had fed her a cabbage leaf the day before and she had too much calcium in her body. The following Sunday (just gone) I treated her with the spot treatment, but she is still scratching the same area and she still feels quite hot. She doesn't really eat that much - less then 5g of food a day. I'm not sure what to do, apart from going to the vets again, but I wondered if anyone had any answers, as I have been searching the internet for weeks now and the only answer I get is that she might have mites, but surely it would have cleared up by now after two treatments in a month?
If anyone has any ideas then please let me know, it would be much appreciated.
