    Hi there. What your doggy has is probably paraphimosis, where the penis is exteriorised following an erection, then becomes engorged with blood, swells and cannot be retracted back into the prepuce. Being a young dog, there is also a possibility that he has a structural deformity of his penis or prepuce (the sheath of skin that houses the penis). The penis needs to be reduced back into the prepuce and this can usually be done with lubricants and other agents that reduce the swelling- this is best done by your vet. It is likely to happen again and castration may reduce the risk of reccurrance. Severe cases or those with structural problems may need surgery of the penis/prepuce. I would take him to the vet fairly soon as the longer the penis is stuck in that position, the more compromised it's blood supply becomes and prolonged exposure the can damage the penis. In the meantime, you can keep the penis moist with water and KY jelly lubricant (if you have any). Hope that was helpful!
