My cat just sits over his water dish (as if to drink by osmosis) and sometimes I can get him to start drinking it...but when he first touches the water he kinda sneezes. I caught him sitting there earlier with his chin submerged in the water. WHAT CAN I DO TO HELP HIM? I DON'T WANT HIM TO DIE OF DEHYDRATION...Please Help.

You need to take him to the vet ASAP.  The symptoms you are describing are almost always due to one of many serious health problems and if not treated quickly with aggressive medical care, you may loose him.  The concern isnt that he's not drinking, but why.  And the answer is probably that he is seriously ill.

It is never good to try to force an animal to drink and making your cat eat salt could cause even worse dehydration and make it even more sick!! I would reccomennd getting it to a vet for an iv and fluids immediatly!! If a vet cannot be reached right away I would reccomend seeing if your cat will drink gatorade. This will help ALOT with the dehydration untill a vet can be reached!!
