Strange Neck protrusion?

My cat recently lost her voice but it came back so we didn't worry. Just this-morning about 4-5 days after she got her voice back we found what seemed to be matted fur on her neck. we left it alone because she hissed at us and flinched when we touched it and we never really saw it. Then tonight my mom was laying with her and there was blood on her shirt and she looked at our cat and the matted fur was actually somthing that was bleeding and might be sticking out of her throat because there is somthing sticking out. That area doesn't smell too good and she complains when we touch or feel it too much. How do you think she got it? She is not an outdoor cat and has no claws and has long fur which is kept very clean. What chould we do because it is bleeding?

    More on the loosing voice part. We had left for a vacation and when we come back Maggie has lost her voice. We looked it up and it said temprary laryngitis but it would go away within a week which it did so we never called a vet.
