Senior Dog - Conjestive Heart Failure and Abnormal Breathing

My dog is 15 years old and is a large size (~90 pounds) cross between a lab, standard poodle and afgan hound. He has had conjestive heart failure for a few years now and takes Enocard, Lasix, and Rimadyl. Even with the medication he still sometimes falls down (seems weak in the rear), coughs, and pants heavily. Recently his panting has become so bad at night that it keeps him (and us) awake. Is there anything I can do to prevent his fast heavy breathing?
