Tail bitting

In October of 2008, I brought my pit bull, Irish and by December he was chasing his tail. Over time, the tail chasing turned into chewing. I have been working with two different vets since January 2009 re: this issue and have spent about a thousand dollars trying to easy the pain of my dog. Irish has been put on antibiotics, anxiety medication, and a sedative. He was also treated for mange. We have gone through a number e-collars and other types of collars that are supposed to prevent him from being able to reach his tail. I do work during the day, about 8 hours. I also have two other dogs in the home a Jack Russell & a Lab/ pit mix. All the dogs are outside while I am at work with toys in the backyard and a kiddie pool filled with water. At $600 a month doggie daycare is not an option. Do you have any ideas?
