Do some veterinarians offer optional payment plans. If not, how is the best way to ask from my vet if they are not offering any?

Some do offer payment plans, but unfortunately some don't. The best way to ask is to just be straightforward. Believe me, it happens every day!
Just so you know, most payment plans include interest, so be sure to ask about that.
