Keep the sore clean with a warm wash cloth and gently massage any debre away. I would not recommend using any sort of soap to clean the sore because it can easily drain toward the eye and cause vision problems. Monitor the eye it self for any discharge. And if he hasn't been seen by a Veterinarian I highly recommended doing so soon, because eye problems can worsen very quickly. is it significant that it keeps coming back after 2 or 3 weeks?

Yes, because it could be an indication that its something more than just a "sore".Has your vet examinied him/her? it could be that your cat keeps scratching at that sore/eye and not aloowing to help properly.

not yet, i haven't been able to get it in yet...we can't tell if its a boy or girl...we were told a boy but then he acts like a girl in heat

Its somtimes difficult for owners to tell if their cats are male or female.... Easiest way to tell is by turning your cat on its back and feeling and visually see if it has testicles. I think it would be advisable to have him/her seen by a vet to examine the eye problem before it goes on much longer or gets worse. Thank you again for the question.
