Parakeet Cere Brown Layer

I've had my parakeet for about 6 years, and I could never tell what gender it is. Lately, I've noticed a brown layer growing on its cere, and it seems kind of thick. The brown part is not covering its nose holes, and the top part of the cere not covered is blue, so I'm guessing it's a guy? What is the brown stuff, is it harmful, and how can I get rid of it?

    The brown stuff doesn't seem to be harming it, he/she is still very active.
