wo main reasons why Dogs Scoot their but on the floor:

    1)Worms

2)Dogs have what are called Anal Sacks, they are a.k.a. skunk glads. they are used for giving their distinct scent on the stool. sort of like dna for other dogs to know what some scientist think age,sex etc...

well sometimes they don't empty when the dog has a bowl movement. when this happens it begins to build pressure and the dog bites back end or easier to rub or scoot on the floor to relieve the discomfort.

if it continues for a while without expressing it could get infected and burst open and what a mess that is.

I see dogs have to come into the clinic and have the vet express the sometimes just one time others need to have it done a few times a year.

if it becomes to frequent like once a week,at a last resort remove the Anal gland. we try to avoid it as much as possible, because it can cause problems down the road.

I hope that answers your Question.
