Congratulations on your new puppy! This is a bit of a difficult question, because sometimes what seems to be "hardly eating" is quite enough for a tiny puppy. They do tend to sleep a lot as well when they are very young. I see that he is 11 weeks and is a miniature Jack Russell - I would expect at this age he should be lively, and he may be eating less than you'd expect. How much is he eating? You said he is playing fine - how often does he want to play vs sleep? He certainly could have some health issue he was born with if he truly is lethargic and not eating well - a lot of miniature breeds could have heart or liver problems - so, if Diesel really is not acting puppy-like, your vet may want to perform some tests on him to make sure there is nothing wrong. There is no reason a puppy should be constipated - what makes you think he is? Is he straining to pass stool? If so, he may actually have some parasites in his intestinal tract. Dogs also can get a problem called an intussusception where a piece of their intestine telescopes on itself. This is a very serious problem which can cause all of the signs you described. Basically, I would advise a check-up with a vet to either treat any problems or ease your mind that nothing is wrong. Good luck!
