Hi. I don't think your other bitch can cope with any more than 12 so you will have to continue bottle feeding the 3 pups from the other litter. The survival rate is low even if the 2 hourly feeding schedule is followed to the letter, so do your best, but be prepared that you might lose another pup. Follow the litter formula instructions rigorously and if they make it through the next couple of weeks, introduce solids early. Also don't neglect their canine socialization needs if they are hand-reared. Good luck..
