How do I keep Andrew (4 year old neutered male) from attacking Pandora (11 year old spayed female)?

Hi Chris
I can advise what not to do and that is to get cross with Andrew when he does attack Pandora. Stay clear of rattling cans and water pistols. Instead try to make her appearing a positive experience by magically producing some tasty ham or fish or a fun toy for him to play with or some cat nip.
When dealing with aggression, if it becomes a problem, you are would be advised to contact a qualified companion animal behaviourist, ask your vet to recommend one. If you are insured under a good pet insurance you might find the cost is covered.

Thank you Rosie! Andrew is already a very shy boy so we never made loud noises to stop the behavior. I did however try the spray bottle, but I will stop that immediately. I have spoken to our vet several times and he also suggested a behaviorist but we are unable to afford there help. Pandora is so stressed by the situation. Should I try reintroducing them? If so how should I go about doing so?

We also tried giving them both ham, however Pandora was not sold on the idea. Andrew happily ate the ham while continuing to stalk Pandora

Looks like you have been trying the positve approach. Once you have convinced Andrew that stalking Pandora is not much fun then Pandora will come around. So it's Andrew we have to work on.
Firstly make sure that Pandora has an escape route and places to safely escape to. This could be outside, a shed, garage space, another room, an extra shelf up high; somewhere she can go which is Andrew free. Make sure Pandora is getting plenty of nice attention from you when Andrew is not around to ruin it for her.
As soon as Pandora appears play ham on a stick with Andrew and get him to come away from Pandora. Make it more fun to play with you than play chase the other cat. Andrew will be getting quite a reward from chasing and battering Pandora as he is winning and we all get a bit excited and happy when we or our team wins something. Therefore, try and get him more interested in winning the game you play with him. You can use old cereal packets and pop a few tasty treats inside so he has to work at getting them out.
You could also try and use the smelly towel approach. Use a towel that Pandora sleeps on and place Andrews food upon it and vice versa. This allows each cat to positively associate nice things happening in the presence of each others scent. You can also use these scented towels to begin reintroducing one another by dusting the scent of each others scent around the walls of the house at cat height (but not Andrews scent in Pandora’s own safe area).
There is a great book out called “Cat Confidentiality” by Vicky Halls try and borrow this to learn a bit more.
