dog was just acquired yesterday, dog just had puppies early november and was just separated from puppies, dog has low hanging sack's in rear of dog, and has a dry nose, is this normal? and the dry nose?

This sounds perfectly normal. Once a dog has had puppies you will find that the mammary glands will be enlarged for a while, and will often stay 'hanging' but the milk should dry up after a period of time. I dry nose can be normal in some dogs. As long as she is eating and drinking as normal then there should be nothing to worry about. Regards Selena VN
