Hello!
Firstly - try not to worry as she may not be blind. i would advise that you get her sight tested as asoon as possible to confirm your suspicion that she may be blind. You could go to your local vets who may then have to refer her to a specialist if the don't have the equipment there.
IF she is blind then she would have been born like this and so already adapting. Dogs with no eye sight do actually cope incredibly well with the disability and adapt using other senses.

so there is no special care she will be needing in training and if i was to breed her when she gets older what are the chances her puppies will be blind???

You could certainly use clicker training as this is by sound alone.
As for puppies in future - until you discover the exact cause of her blindless it's hard to say if it's a genetic probelm that could go down the line.

ok well i have taken her to a vet and they told me its a genetic problem where her eye balls are smaller than they are suppose to be. He said there was a small chance she could possibly see a lil bit. is there any pamphlets that i could get or fairly reasonable books you could refer?? Thank you

So sorry to hear that's it's genetic. Obviosly you can't breed from her as she will potentially have puppies with the same problem. I'd advise having her spayed to avoid any accidents in the future that could result in her preganancy.
The book below I have heard good reports on - you can get it on line at fairly reasonable prices as well. Good luck!

You could add something like evening promrose oil or cod liver oil to her diet. Check out the website link below on skin/coat supplements. Theres a good range here and that will help to encourage a shiny and healthy coat and skin.
