Hi,
Sorry to say this but you may need to start supplementing the pups with Welpi or another puppy formula equivalent.
It is too soon to start weaning the pups so they will still be needing fed a minimum of every four hours inculding through the night, as the pups will start to go down hill very quickly and it is suprising how quickly they become dehydrated.
Hope the mum is feeling better soon, it sounds like she is quite ill. Also make sure the antibiotics she is on are safe for nursing puppies.

Can you think of anything they are possibly missing to keep mum hydrated/milk in supply?

As she is unwell her milk supply will be drying up as she is using all her reserves to fight the infection.
I would be feeding her with a growth diet puppy food is ideal and it contains more nutrients. plenty of water to keep her rehydrated.
Feed her little and often rather than bulky meals and let her rest as much as possible and i think that is all you can do. I might be worth monitioring the puppies weight daily to make sure they are gaining rather than losing weight.
