Hi there, unfotunately this can be a common problem. You have done the right thing so far trying to brush them out. Sometimes you can tease them out just by using the very tip of a comb, but if they really are that tight to the skin they will need to be shaved out with a clipper. The skin under these areas becomes very thin the longer they are left and can be prones to tearing when trying to remove any knotted areas.
Your groomer or vet should be able to help you out with removal of these burrs.

I did have to cut the burrs about an inch to the skin. I then used a comb and olive oil and was then able to brush them out.

I would probably try to avoid anything oily in the furture unless you wash it out with soap and water afterwards as it will probably aggravate the problem in the long term. As a short term fix it will probably help with the detangling
