Well this is a very common occurrence and many female dogs mount all sorts of things much to the disbelief of their owners. It may be some form of challenge, but they might also be getting some pleasure from doing it or they wouldn't do it. Some do it to gain attention from their owners as this may make the owner react usually in an embarrassed way. They might even do it out of frustration for some reason not unlike small children after being told off they tend to go and hit the next sibling down or the dog.
If it bothers you, gently remove the toy and give her something else like a Kong with a tiny bit of fish paste inside.

thank you very much for your help were do i find fish paste for her kong she loves her kong and how often should she have the fish paste in it is it a treat or can she have it any time?

It comes in little glass jars that during the 1960's all mothers used to put in our school sandwiches. You can still get them in the uk. You can also get Kong spread tubes from the petshop or use a tiny bit of marmite. Only use the tiniest tiniest bit just enough to get her interested. Use as a treat.
